I am going to check the resistance and the idle speed voltage using a different, more accurate multitester. If my results are the same or still over spec, I am going to get new coils.
I am going to apply your relay mod in any case.
Hopefully I can eliminate the electricals as being the cause, and go back to the carb.

A more accurtate meter will only make the voltage worse!
Fixing the electrics will help narrow the problems.
