Pressure regulator in Europe?
Where have you bought your Pressure regulator? and what brand have you used?

Regulator I used is Holley pt. #12 804. Mine turned out to be preset to 3# out of the box. Check yours by gauge to be sure. Not a cure all but worth the trouble.
